In 2018, we launched our new Strategic Plan — a bold, 10-year vision for the future of Search for Common Ground.

As part of that plan, and in response to the changing nature of conflict, we sought to move past country-based programming and prioritize conflicts where the repercussions of instability across entire regions are most consequential. As a result, we are changing our operational model away from country offices and toward the establishment of ten priority conflict geographies, each of which will oversee operations in multiple countries.

This structural change means that we will necessarily transition out of some countries where we have operated for many years, even decades. When we launched our programs in these countries, many of them were experiencing violence that threatened to tear them apart. Today, thanks also to our work, these places are transitioning from crisis points to post-conflict recovery and stabilization. Tensions may still emerge, but work has popularized new tools to transform conflict.

Seven Search offices are taking forward the ongoing process of peacebuilding as new, independent entities.

THE TRANSITION PROCESS

We participated in a three-year USAID-funded collaborative learning project, “Stopping as Success,” that provided guidance for how international development actors can foster locally-led development through successful and responsible transitions.

Currently, Search staff across departments and the leadership of new local entities are working hand-in-hand to ensure that these new organizations have the infrastructure, capacities, policies, and processes they need to thrive. We are providing a comprehensive support package and real-time learning across transitioning country offices. The process is guided by Memoranda of Understanding signed between Search and the transitioning entities, which include key success indicators.

Each transitioning country is at a different stage of this process, which began in 2018 and will continue until December 2023.

NORTH MACEDONIA

In North Macedonia, our staff have already established a local NGO, the Center for Common Ground (CCG). Using tools such as education, media production, public service announcements, training, and theatre, CCG leads conflict transformation across all levels of society. CCG has implemented over 20 projects across more than 20 municipalities, with support from local and regional donors. CCG was the first and is still one of the few organizations that work locally to institutionalize community action teams in response to violent extremism. In June 2021, our staff has been completely incorporated into CCG, and Search-North Macedonia has closed.

LIBERIA

Over the last 20 years, Search-Liberia tackled critical issues ranging from youth development to reconciliation and transitional justice, security sector reform, and behavior change communication. Building on the reputation of our nationwide radio production house Talking Drum Studio, the newly independent Liberian NGO, Talking Drum Studio – Liberia Peace Centre (TDS-LIB) continues to spread creative media and reliable, credible, and timely information. By partnering with community radio stations and producing in local pidgin dialects, TDS-LIB reaches 4.5 million people across the country. The Liberian government has incorporated Search-led, local-level community reconciliation plans into the broader national framework. TDS-LIB envisions a hybrid portfolio that cuts across civil society, government, and the private sector. Search-Liberia has now closed its office, and Search will continue to support TDS-LBR through the end of 2021.

SIERRA LEONE

Search has worked in Sierra Leone for almost two decades and is a leader in media and community outreach. Search-Sierra Leone is the ‘go-to’ organization for promoting inclusive and transparent governance in Sierra Leone through media. Talking Drum Studio – Sierra Leone (TDS-SL) has acquired the necessary skills, expertise, resources and connections to allow it to continue pursuing our mission. Consequently, in January 2021, we have scaled down 50% of our activities in Sierra Leone and transferred responsibility to TDS-SL. By December 2021, we will formally close our operations in Sierra Leone. Our Regional Team will provide six months of external “Ask We Do” support to the new team in fundraising and donor intel until June 2022.

MADAGASCAR

We started working in Madagascar in 2011 and have grown to become the main conflict transformation organization in the country, complete with a head office, five sub-offices, two field offices, and an audio production studio. Search-Madagascar’s participatory approach engages media, civil society, youth, women, and religious leaders to build lasting and sustainable peace. Our mission will continue under a new national association, Tokotany Iraisana (TKI). TKI’s objective is for institutions, social norms, and markets to adopt the Common Ground Approach. Search-Madagascar officially closed its office in December 2019, but we will continue to provide training, capacity building, and fund management until the third quarter of 2022. TKI is already registered and has three current projects, with more in the pipeline.

GUINEA

We have been working in Guinea since 2003 on a wide range of topics, including elections, natural resource conflicts, youth engagement, and post-Ebola recovery. Search-Guinea’s activities promote reconciliation and use media to promote peace, empower civil society, and engage marginalized groups. Search-Guinea’s program has set a benchmark in the area with its expertise in communication for behavioral change. Search-Guinea is currently transitioning to Talking Drum Studio – Guinea (TDS-GUI) – a local non-political organization that will be registered in 2021. Transfer of the existing knowledge and capacities will ensure that our achievements are sustained and perpetuated. TDS-GUI is preparing to implement projects as a subgrantee of Search-Guinea in the third quarter of 2021, with Search-Guinea officially closing in the second quarter of 2022.

TUNISIA

We began working in Tunisia in 2011, with a unique focus on bottom-up, localized approaches. This contrasts with other organizations which focus mostly on involving high-level government and society leaders to prevent and resolve conflicts. Search-Tunisia’s current portfolio ranges from building the capacity of civil society and prison staff in transforming violent extremism, to supporting democratic governance and youth engagement in politics through dialogue and a reality TV show. Search-Tunisia’s work will continue through a national sister organization that will focus its work on Tunisia, and potentially, at a later stage, the whole Maghreb. The NGO will receive continuous capacity building until the end of 2023, when Search-Tunisia will close. Search-Tunisia’s long experience as the leading peacebuilding organization in the country will drive the success of our new sister NGO.

MOROCCO

The African Organization for Common Ground is a legacy of the international organization Search For Common Ground (Search), which closed its programs in Morocco due to a shift in its global strategy. AOCG is committed to continuing the mission of Search in Morocco using the same approaches and strategies. Since 2001, the organization has worked in Morocco with Moroccan society to transform the way people and institutions deal with conflict and violence. Carried out in partnership with state institutions and civil society, our projects have helped to institutionalize mediation in Morocco and have obtained international recognition.
