Eligibility
The SHE WINS RRF supports projects to help women peacebuilders respond to urgent changes in the context. Funding is meant primarily for local women-led or women-serving groups. Only rarely will the SHE WINS RRF support international organizations. Every applicant must either have an existing Unique Entity ID from SAM.gov or be ready to work with us to secure this registration.
Applicants may only submit one application at a time. However, if an initial application is not successful, applicants may reapply to the fund again with a different proposed initiative that meets the RRF criteria. Projects that are cost extensions of past or existing work are not eligible. If applicants have already received RRF support and completed their grant, they may apply again with a different initiative proposal. However, please note that we will only fund the same organization again if it is assessed as a highly strategic or impactful WPS initiative to ensure RRF funds are distributed widely across multiple countries and organizations.
The SHE WINS RRF cannot support interventions that directly involve or target security forces. Funds cannot be used to support individuals, i.e. not for emergency assistance, individual travel to conferences, professional development opportunities, etc. Other ineligible expenses include explicitly proselytizing activities, support to individuals, vehicles, entertainment, and other costs as detailed in the call for proposals (Arabic, English, Russian, Spanish, French).
Funds can be used to support individuals as consultants doing a scope of work, such as technical assistance to a government agency or strategic partners. If the proposed intervention is part of a longer term effort or strategy, the rapid response component must demonstrate specific key gains for the duration of the SHE WINS funded efforts. Local and women-led organizations will be prioritized. There may be instances where subawards may need to pass through the country offices of INGOs due to technical, logistical or financial capacities and/or restrictions in the context.

- Is your organization women-led or women-serving?
- Does your project idea respond to an immediate time-bound need (within the next 6-12 months maximum) or opportunity that arose in the last few months?
- Does your project idea focus on at least two of the following thematic areas:
- Women’s involvement in ongoing peace processes
- Women’s involvement in local efforts to support peace processes
- Responding to immediate gender-based needs of women in active or nascent conflict situations
- Contributes to increasing women’s political participation, alongside another WPS priority area.
- Will your proposal have clear and measurable outcomes by the end of its implementation?
- I certify that the proposed intervention does not directly involves or target security forces, is solely to support individuals for emergency assistance, individual travel to conferences, professional development opportunities, proselytizing activities, vehicles, entertainment, and other ineligible costs as detailed in the call for proposals (Arabic, English, Russian, Spanish, French).
