L'Equipe Côte d'Ivoire - Final Evaluation Report

Since conducting the baseline research for L’Equipe (The Team) in October 2009, the drama was aired on the Ivory Coast’s national TV (RTI), only to be followed by a full blown civil war (referred to as the crisis in the Ivory Coast) in the aftermath of the presidential elections. The crisis ravaged for about one year when the elected candidate Alassane Ouattara was finally inaugurated, and the outgoing president brought to justice. Shortly after, on the recommendation of RTI, the drama was replayed on the air in 2011.

Such dramatic events constituted a major confounding variable for the purpose of conducting evaluation of the effectiveness of L’Equipe and its impact on the society.  However, despite such challenge, the decision of the evaluator and Search for Common Ground (SFCG) was to continue with the evaluation taking into consideration such events.

Accordingly, the final evaluation survey was designed to measure the knowledge, attitude and behavior of a cross-section of the Ivorian society on the themes presented in the drama.  In order to maintain a level of continuity with the baseline data, the final evaluation survey used the same sampling techniques in the same geographical areas, and with the same cross-sections of the society.  Furthermore, because the violent crisis ruptured the flow and continuity of L’Equipe and its related activities, it was difficult to identify and track case studies focused on the success of L’Equipe in effecting change on societal and individual levels.   However, this evaluation contains a few promising cases which deserve to be followed as season 3 of L’Equipe gets underway soon.

Final Evaluation Report: Supporting a Conversation with Youth on Leadership in Cote d'Ivoire (August 2010)

The "Supporting a Conversation with Youth on Leadership in Cote d'Ivoire" Project was carried out over an 18 month period (September 2008-May 2010) with support from the U.S. Department of State Bureau of Democracy, Human Rights, and Labor. This internal and external evaluation was undertaken over one month from July 12, 2010 until August 12, 2010 with a focus of two of the seven geographic areas of the project. The general purpose of this final evaluation is to provide a platform for learning, with insights into relevance, effectiveness, coherence and coordination. The evaluation formulates recommendations which could be useful for similar projects in the future, but also gives substantive accountability to the donor on the project achievements. To that end, the evaluation has gathered both qualitative evidence - to put lessons learnt in context - , and quantitative facts and figures to reinforce these findings. The project itself had three-fold objectives: (1) increase youth's knowledge and skills of conflict resolution concepts and techniques as well as democratic principles and values, including diversity and tolerance; (2) build youth's confidence to play a key role in preventing manipulation and violence around the democratic process; and (3) promote and depoliticize the dialogue among diverse youth groups. Ultimately, the evaluation found that the project was effective at meeting all three objectives and relevant to the context in which the project was implemented.

2009 EIDHR Listenership Survey

Between January 2007 and June 2009, Search for Common Ground (SFCG) carried out a 30-month project called Support of the Democratic Process in Côte d'Ivoire, with the financial support of the European Initiative for Democracy and Human Rights (EIDHR). The overall goal of the project was to promote and contribute to an inclusive and nonviolent electoral process in Côte d'Ivoire. Specific objectives of the project were to:

  • Support the development of local structures that serve as platforms allowing multiple voices to be heard and to participate in civic and electoral education.

  • Reinforce citizens' informed participation in the electoral process, particularly among youth and women.

2007 Rapport d'Evaluation Du Projet en Côte D'ivoire :  Renforcement des capacités locales à réduire les conflits et facilitation du renforcement de la cohésion sociale et de la réconciliation 

Le projet de SFCG en Côte d'Ivoire intitulé « Renforcement des capacités locales à réduire les conflits et facilitation du renforcement de la cohésion sociale et de la réconciliation » s'est déroulé en 2005-2007. Il a visé surtout à réduire les tensions entre les communautés, à développer la cohésion sociale et à faciliter la réconciliation entre les groupes et les communautés en renforçant les capacités locales à prévenir et gérer les conflits de façon non violente.  Le projet a inclut des formations, la diffusion des émissions radio et des activités de théâtre.  Les évaluateurs ont estimé que les formations ont permis au public concerné de bien distinguer les causes et les effets du conflit, les différents types de conflit et la manière d'apporter à chacun d'eux des réponses différentes et adaptées.  Aussi, les activités de théâtre sont décrites comme participant directement au processus de compréhension des mécanismes de conflit. Interactives, abordant les problèmes directement et souvent par l'humour, elles apparaissent comme très proches des gens et particulièrement efficaces dans la résolution des conflits.  De plus, les responsables de media reconnaissent cependant une incidence de la formation sur leur grille des programmes et de manière plus générale ils soulignent que la formation en déontologie les a sensibilisé et alerté sur leur rôle et leurs responsabilités en tant que gestionnaire des media.

2007 Study on Knowledge, Attitudes and Practices

The purpose of this study is to gather information on the knowledge, attitude and practice of Ivorians on democratic and electoral processes, civic education, good governance, conflict management and prevention. The key findings of this research will provide field-wide learning to both the next steps in the implementation of the two projects that SFCG and her two partners have to execute. The results of this Action Research will also contribute to SFCG Côte d'Ivoire's efforts for improved quality of programming. Moreover, the lessons learned inform programming of similar activities across several regions where SFCG works. This research will also create a scope to assess the extent to which SFCG's program in Côte d'Ivoire will strengthen local capacities to promote reconciliation and peace.

Key findings of the study:

  • Radio is most common and most used method of communication in Côte d'Ivoire

  • Land conflicts are the most prevalent type, but number and intensity vary

  • Knowledge of democratic processes is low; knowledge of citizens' rights is higher

  • Discussion participants were generally in favor of increased civic education and training in schools, and increased dissemination of official information

  • Education and training should be done in local languages and through activities enjoyed by the target population

  • SFCG should develop a full civic education programme strategy with local partners
