In a new report, governments and other
institutions are offered 29 steps they can take to help expand
the efforts of faith-based charities, the Chronicle of
Philanthropy reported Jan. 24.
A bipartisan committee
of lawmakers, civil-liberties groups, and religious leaders,
dubbed the Working Group on Human Needs and Faith-Based and
Community Initiatives, prepared the report. Among other
things, the group recommends that federal tax law be changed
so that non-itemizers can claim charitable deductions; that
government agencies not place grant limits or restrictions on
religious groups other than those constitutionally or legally
required; and that technical assistance to grassroots groups
be more available.
Religious entities that want to
receive federal funds were advised to create separate
nonprofit organizations or partner with existing charities.
Foundations also were encouraged to increase their funding of
faith-based groups.
